However, there does not seem to be a way to push the phonebook from the phone. The radio says to start the transfer from the phone and then waits. I cannot find an option on the phone to send the contacts, even one by one. This is apparently an issue with all Windows Mobile devices, since it is discussed on Toyota's forums. I can easily transfer the phonebook with regular cell phones -- some will transfer the entire phonebook at once and some will only transfer one contact at a time, but they all do it.
Is there a workaround for this? Based on your description of the problem, my first guess would be that either your radio or phone are waiting for a Security Code. When a Bluetooth BT transaction begins, both devices will attempt to confirm or acknowledge the connection by asking for the Security Code. Most BT components do not have the ability to enter a code like BT headphones, or a BT mouse, etc , so they are pre-programmed by the manufacturer to a default code NNNN , which will be defined for your piece of equipment in the manual, or to a straight code "" four zeroes.

I cannot however transfer the phonebook. This is a great question! I have a very similar situation. I can transfer contacts one by one using the Bluetooth and WM5 better than keying them in but there has got to be an app that allows bulk transfers.
I have a Camry Hybrid and am trying to do the same thing. Phone links via Bluetooth really well and can use the handset via the stereo. I have no troubles sending phone data to phone data but the stereo says something along the lines of transferring phonebook, operate handset. I have followed the directions in the manual to a T but still no joy.
Any suggestions? I just installed a Kenwood BTU radio that has Bluetooth capability to use a cell phone hands free. It works well in answering calls, talking to the caller but does not download the phone book information from my Treo running WM 6 Professional. I am guessing it is a WM issue and would appreciate advice on how to fix it.
Welcome to the Windows Phone forums! You should adjust your phone settings to make your phone "available" by transmitting it's name and connection info in a process called "broadcasting". This will help your stereo "see" your Windows Phone device and help facilitate getting the two connected properly.
The ability to transfer files like your contacts has to be supported by the Stereo. This feature allows you to access your phonebook from the Bluetooth system and call contacts by name. You can record a custom voice tag for contact names that the system has difficulty recognizing. Each phone has its own separate phonebook. The system recites the phone book entries but does not include the actual phone numbers. When the playback of the list is complete, the system goes back to the main menu.
You can stop the playback of the list at any time by pressing the button on the steering wheel. The system ends the VR session. When prompted by the system, say the name you would like to give the new entry. If the name is too long or too short, the system tells you, then prompts you for a name again. Also, if the name sounds too much like a name already stored, the system tells you, then prompts you for a name again.
The new contact phone number will be transferred from the cellular phone via the Bluetooth communication link. The transfer procedure varies according to each cellular phone.
